 <note>Notice the following: (1) In Pantja Sila as philosophy/Weltanschauung, Human-ness is taken in the widest possible meaning; while as the foundation of the State, Human ness means internationalism; (2) In Pantja Sila as philosophy/Weltanschauung, Social Justice is taken in the widest possible meaning, must be practised in all human co-operation; whilst as foundation for the State, it has a particular meaning, namely; the social justice which much be materialised by the state; (3) Similarly also, Democracy as philosophy/Weltanschauung, means that each and every working unit must practise democracy; whilst as basis of the State, Democracy has a particular meaning also, namely; the way of making state; (4) Also Nationally does not have exactly the same meaning in the formulations of philosophy and of the laws of the State. In philosophy, by Nationality there is stated that man is born and branded by his Country (his nation), and that this brand should be the basis for our behavior, especially in forming working units. In the laws of the State Nationality has a particular meaning, namely; it is the existing unit, which we call a Nation, that must become the starting point for making state; (5) So also with the principle of Belief in the existence of God.</note>
