He speaks in the land of Moab immediately prior to Israel's invasion of its new land across the Jordan. His act of law giving is accomplished at Yahweh's direction and is interpreted as the establishment of a renewed covenant in Moab (28;69 ET 29;1) following Israel's violation of the previous covenant made at Mount Horeb (5;2). This law was mediated through Moses after the people terror caused by Yahweh's direct communication of the Decalogue (5;22-31).
