Grass Roots and the Neighborhood Associations: On Japan's Chonaikai and Indonesia's RT/RW
Grassroots has been the subject of various studies throughout the previous century. And as we entered the millennium, with is epoch-making global transformations, more than ever a reexamination of grassroots is needed. Therefore, as one existing form or grass roots, neighborhood association is worth to be given highlights. The face of neighborhood association itself differs according to each historical phase. At one time, the vertical hierarchical phase, that is the phase of being regulated from above, appears at the front. At another time, the horizontal communal phase manifests itself. The mode of existence of neighborhood association also changes according to the degree of governability of the local state. Furthermore, the change in the governance system that appears along with the development of globalization, will also have influence upon grassroots and neighborhood association.
