That lay people be formed through appropriate educational and leadership processes to assume the leading roles in the social ministry of the Church, that we should look into the potentials of our popular religious piety, purified and enriched by the Word of God, as a vehicle for proclaiming effectively the Good News and incarnating it in the lives of our people, that the social action apostolate, the Church work that is specifically focused on the task of social transformation, become a vital involvement of the Church at all levels; its thrusts towards justice and peace and the integrity of creation being made on ordinary component of all other apostolates.
