Through out the developing countries, Philippines including, the rural poor have neither enjoyed the fruits of the country progress nor have they been able to participate meaningfully in the development process. In the Philippines, the rural poor have been the focus of development programs and projects in the past decades. Despite all these however, we cannot categorically say, that we have raised the living standard of the rural poor at a satisfactory level. This book is an effort to help constitute to knowledge base in rural development management in the Philippines. We hope to be part of growing movement in this direction. We could not have brought this book to fruition without the support of numerous people, most particularly the lectures who came to honor their beloved departed friend, Abelardo G. Samonte, in whose honor the lectures series was instituted.
