Annibale Bugnini, who died in 1982 as apostolic pro-nuncio in Teheran, began this massive volume in 1975, in the months between the suppression of the Roman Congregation for Divine Worship (or, to put it more generously, the Congregation's union with the Congregation for the Sacraments) and his entrance upon an unexpected papal diplomatic career.
