Crime is a subject of the utmost importance for it affects everyone. In a minority of cases, he or she may be an offender or a potential one; in a majority of cases, he or she certainly be a sufferer, whether as a citizen or as a business man or as an individual incurring personal loss or hurt to offer but a very few examples. The treatment of crime is equally as important a subject for upon it can depend the physical and mental welfare of innumerable members of the community, be they offenders or those offended against.
