A new constitutions is imperative not only, for political and economic stability but because we have to respond to the critical problems and issues confronting our nation today-social inequalities, moral degeneration, cultural decay, elitism and the yawning gap between the rich and the poor. Although past leadership had attempted to solve these problems, most of their exercises were unfortunately dismal failures. As we examine the cause of these failures we realize that they go beyond personal greed ambition and corruption. They are also due to the absence of a development ideology and a vision for our nation.
